The Interstate Air Quality Council was created on May 31, 2005 by a memorandum of understanding signed by the Governor of Maryland, the Governor of Virginia, and the Mayor of the District of Columbia. The Council worked with the Metropolitan Washington Air Quality Committee of the Metropolitan Washington Council of Governments, and provided cabinet-level guidance on key issues and strategy to meet new federal standards for ozone and fine particulates.

Six members constituted the Council: the secretaries of the environment and transportation from each of the three governments represented on the Council.

The Council last met December 10, 2009.
