The Interstate Wildlife Violator Compact was ratified in 1991 by Colorado, Nevada, and Oregon which effectively activated the Compact. In Maryland, legislation passed in 1999 authorizing the Governor to enter into the Compact, and ratification occured on February, 28, 2000 (Chapter 425, Acts of 1999).

States participating in the Compact share information about violations of fishing, hunting and trapping laws. Persons convicted of such violations in one state may be barred from getting a license in another member state. Currently, forty-five states are Compact members. These include: Alabama, Alaska, Arizona, Arkansas, California, Colorado, Connecticut, Florida, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Michigan, Minnesota, Mississippi, Missouri, Montana, Nevada, New Hampshire, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin, and Wyoming.

The Board of Compact Administrators consists of the compact administrators from each member state. Annually, the Board elects a chair and vice-chair.
