In 1992, the Woodrow Wilson Bridge Improvement Study Coordination Committee was formed by the Federal Highway Administration. As part of an environmental and community impact study, the Committee guided the development of plans for the Woodrow Wilson Bridge Improvement Project. In September 1996, the Committee recommended to the Federal Highway Administration a "preferred alternative" for the bridge featuring side-by-side, movable, twin bridges wide enough to accomodate twelve lanes and shoulders.

Members of the Committee included federal, State and local government agency and elected officials from Maryland, Virginia, Prince George's County, Fairfax County (Virginia), City of Alexandria (Virginia) and the District of Columbia. The Committee disbanded in 1997.
