Public hearings for those boards and commissions appointed by the Board of County Commissioners are coordinated and scheduled by the Office of Administrative Hearings. The Office also provides staff support to the Electrical Licensing Board, the Ethics Commission, the Historic Preservation Commission, the Board of License Commissioners, the Plumbing Advisory Board, and the Board of Zoning Appeals.
Appointed by the Board of County Commissioners to five-year terms, three members constitute the Board (County Code, sec. 97-5).
BOARD OF LICENSE COMMISSIONERS
In Carroll County, the Board's three members and one alternate are appointed by the Board of County Commissioners to three-year terms (Code 1957, Art. 2B, sec. 15-104).
PLUMBING ADVISORY BOARD
Nine members constitute the Board, and are appointed by the Board of County Commissioners. Of these, a County plumbing inspector and a representative of the Health Department serve as nonvoting members (County Code, sec. 97-7.2).
BOARD OF ZONING APPEALS
Appointed by the Board of County Commissioners to three-year terms, the Board of Zoning Appeals consists of five members and one alternate (Code 1957, Art. 66B, sec. 4.07; County Code 1957, secs. 223-185 through 223-193).
The Board of License Commissioners regulates the retail sale of alcoholic beverages in Carroll County (Code 1957, Art. 2B, sec. 15-112). The Board issues all liquor licenses in the County, approves transfers of licenses, and issues "one-day" liquor licenses for nonprofit organizations. Each March, the Board renews liquor licenses.
Authorized in 2002, the Plumbing Advisory Board reviews and makes recommendations to the Board of County Commissioners on plumbing regulations.
The Board of Zoning Appeals hears and decides appeals and conditional uses, and may authorize, upon appeal in special cases, such variances as will not be contrary to the public interest, where owing to special conditions, enforcement would result in unwarranted hardship and injustice.
