The Department manages and implements building projects included in the County's annual capital budget (except for those under the Board of Education or Community College); prepares design standards, specifications, and details for the County; and reviews major water and sewer infrastructures, transmission mains, pumping stations, and capital projects. The Department is responsible for the engineering, design, construction, maintenance, and repair of County roads and the issuance of right-of-way permits; and the installation, maintenance, and repair of traffic signals, traffic signs, pavement markings, and street lighting.

In addition, the Department collects, disposes of, and recycles residential solid waste; operates facilities for handling solid waste; and operates and maintains public water and wastewater utility systems (County Code, secs. 13-1-101 through 13-6-105).
Under the Department are four bureaus: Engineering, Highways, Utility Operations, and Waste Management Services.
