The Circuit Court Libraries Study Committee was formed by the Chief Judge of the Court of Appeals on March 9, 2000. The Committee examined issues which historically have been problems for the county law libraries, such as funding, location, ownership, public access, staffing and services, accountability, and responsibility for collections in judges' chambers. The Committee focused its study on three critical issues: standards, technology, and funding.

In February, 2001, the Committee reported its findings and recommendations to the Chief Judge of the Court of Appeals.
