In July 2012, the Task Force to Study the Establishment of a Deaf Culture Digital Library was formed (Chapters 540 & 541, Acts of 2012).

The Task Force considered the establishment a Deaf Culture Digital Library, and its funding. Further, the Task Force was to recommend how to coordinate the Library with other resources so as to educate the public about deaf cultures in the United States and other countries.

Of the Task Force's eleven members, six were appointed by the Governor, two by the Senate President, two by the House Speaker, and one served ex officio.

Authorization for the Task Force ended June 30, 2013. On August 1, 2013, the Task Force submitted its report to the Governor and General Assembly.
