CIVILIAN CONSENT DECREE PROGRAM
In April 2003, Department of State Police and plaintiffs, including National Association for Advancement of Colored People (NAACP) and American Civil Liberties Union (ACLU) entered into an agreement known as Civilian Consent Decree. Under terms of this court settlement, Department agreed to appoint a Coordinator to monitor and oversee Department's implementation of all actions mandated by consent decree. Those mandates include ensuring that appropriate training is given to troopers, managers, and supervisors concerning their responsibilities under consent decree; monitoring installation of specialized video and audio equipment in vehicles used for traffic stops; developing and distributing a brochure explaining how to file complaints against Department; and assisting Department's consultant on racial profiling issues with access to Departmental records and personnel. Consent Decree was in effect from May 2003 through May 2008.

DRUG ENFORCEMENT DIVISION
From Drug Enforcement Command established in Sept. 1998, Drug Enforcement Section was structured under Criminal Investigation Division in March 2003. Section reformed as Drug Enforcement Division under Investigation Command in Oct. 2004, and transferred to Homeland Security and Drug Command in Dec. 2007. In Jan. 2009, it moved to Drug Investigation Command.

In Jan. 2013, its functions were dispersed throughout Criminal Investigation Bureau.

DRUG INVESTIGATION COMMAND
As Homeland Security Command, Drug Investigation Command was created under Homeland Security and Investigation Bureau in Oct. 2004. In Dec. 2007, it was restructured as Homeland Security and Drug Command, and became Drug Investigation Command in Jan. 2009.

Its functions were dispersed throughout Criminal Investigation Bureau in Jan. 2013.

DRUG INVESTIGATIVE SERVICES
Under Drug Enforcement Command, functions assumed by Drug Enforcement Section of Criminal Investigation Division in March 2003.

EASTERN COMMAND
Under Field Operations Bureau, reorganized as Southern Command in Oct. 2010.

EMPLOYEE RELATIONS UNIT
Under Office of Secretary, merged with Fair Practice Office to form Office of Fair Practice in Feb. 1999.

EXPLOSIVES ADVISORY COUNCIL
Explosives Advisory Council organized in 1984 within Department of Public Safety and Correctional Services (Chapter 694, Acts of 1984). On July 1, 1997, Council transferred to Department of State Police (Chapter 352, Acts of 1997). Council recommended rules and regulations to Department for storage, use, manufacture, and transport of explosive material. Council reviewed proposed rules, regulations, and laws that affect manufacture, use, or distribution of explosives. It also monitored federal regulations, and developments in explosives industry, such as safety precautions and blasting techniques.

Council had up to nineteen members. They were appointed to five-year terms by Governor, who named chair and vice-chair (Code Public Safety Article, secs. 11-201 through 11-206).

Abolished on Oct. 1, 2005 (Chapter 235, Acts of 2005).

Office briefly oversaw Technology and Information Management Command, which took over some functions from former Records Command before it was phased out in Jan. 2013.

Required by a consent decree of April 2003, Police-Citizen Advisory Committee addressed issues of concern either to police or citizens regarding State Police policies or practices for traffic stops and drug interdiction, and made recommendations to Secretary of State Police. Of its fifteen members, five represented State Police, five represented Maryland Chapter, National Association for the Advancement of Colored People, and five were neutral parties.

Under Civilian Consent Decree Program, Committee completed its work in Dec. 2004.

PROFESSIONAL DEVELOPMENT UNIT
In Oct. 2004, functions absorbed by Training Division under Support Services Division.

PROFESSIONAL POLICING SECTION
In Dec. 2004, Professional Policing Division formed under Office of Strategic Planning. In Feb. 2010, Division restructured as Professional Policing Section under Inspection and Compliance Division.

Section was responsible for Departmental compliance with Civilian Consent Decree in effect from May 2003 through May 2008, and for implementation of recommendations by Police-Citizen Advisory Committee mandated by Decree. Civilian Consent Decree was a court-ordered set of mandates agreed to by Department of State Police, and certain plaintiffs, including American Civil Liberties Union and National Association for the Advancement of Colored People. Decree's primary focus was to stop racial profiling in traffic stops made by police.

Post-Decree compliance with policy and proceedures for traffic stops, was overseen by Section, along with collection and reporting of data from traffic stops. Section also was responsible for ensuring accurate and complete reporting of traffic stop data which law enforcement officers are required to collect through Aug. 31, 2010 (Code Transportation Article, sec. 25-113; Chapters 342 & 343, Acts of 2001; Chapter 25, Acts of 2006; Chapter 220, Acts of 2007).

In Jan. 2012, Section functions were absorbed by Inspection and Compliance Division.

PROFESSIONAL RESPONSIBILITY DIVISION
Professional Responsibility Division originated as Office of Policy, Strategy, and Information Management. It reorganized as Office of Professional Responsibility in July 2000, and as the Professional Responsibility Division in March 2003.

Division oversaw two sections: Chaplains, and Fair Practice.

PROMOTIONAL STANDARDS & DEVELOPMENT UNIT

PUBLIC AFFAIRS UNIT
Renamed Office of Media Communications in Oct. 2001.

RECORDS COMMAND
Records Command formed under Homeland Security and Investigation Bureau in Oct. 2004, and transferred to Support Services Bureau in Sept. 2007. Command was responsible for two divisions: Central Records, and Licensing.

Under Support Services Bureau, functions absorbed by Office of Technology and Information Management in Aug. 2012.

REGIONAL FAMILY VIOLENCE UNIT
Established in Sept. 1997, Regional Family Violence Unit provided a coordinated response to domestic violence in rural parts of State. Unit assisted victims of domestic violence in obtaining ex parte orders and warrants, and otherwise navigating court system.

Under Field Operations Bureau, disbanded in 2003 when each barrack was assigned a domestic violence officer.

SCHOOL BUS SAFETY INITIATIVE
Under Planning and Research Division, transferred with School Bus Safety Enforcement Fund to Governor's Office of Crime Control and Prevention in July 2008 (Chapter 87, Acts of 2008).

SECURITY SERVICES

SERGEANT MAJOR
In Jan. 2005, position of Sergeant Major was reinstituted within Department to ensure clear communication between Secretary of State Police and State troopers.

Position abolished in June 2007.

SERVICES COMMAND
In March 2003, its units redistributed within Administration Bureau.
