The Governor's Office of Performance Improvement originated as the Governor's StateStat Office in 2007, and reorganized under its present name in October 2015 (Executive Order 01.01.2015.26). The Office was established to improve business processes throughout Maryland State agencies through greater accountability.

The Office strives to increase the responsiveness and level of customer service of State agencies and departments; regularly review procedures, rules, and regulations of State agencies and departments to increase their efficiency and effectiveness; and promote business process improvement strategies to make government more efficient and responsive to taxpayers. The Office also facilitates a research and evidence-based environment that encourages agency and department leadership and staff to make Maryland attractive to business and job creators; support cost optimization strategies to ensure receipt of the highest value for State expenditures; and help eliminate duplication, fraud, and waste in State agencies and departments by implementing recommendations of the Office of Legislative Audits. In addition, the Office provides data to policy makers and constituents on the efficacy and cost-effectiveness of government services; identifies and makes recommendations for metrics to track agency and department progress in meeting strategic goals, and tracks and assesses that progress; and provides a forum for the exchange of ideas for the continuous improvement in the delivery of government services.

In May 2016, the Office moved from 45 Calvert Street in Annapolis to its current location in Crownsville, Maryland.
